Sergey B. Chetverikov (Сергей Борисович Четвериков) has graduated from the International Law Faculty of the Moscow State Institute of International Relations (MGIMO) in 1955. Dr. Chetverikov is a Doctor of Juridical Sciences, professor. He holds the diplomatic rank of Career Minister-First Grade. Dr. Chetverikov’s 36-year diplomatic career includes 20 years of diplomatic service in the United States. He first came to Washington, D.C. under Ambassador Zaroubin in 1955 and served under six other ambassadors.

Currently, Mr. Chetverikov is International Business Counselor with Hogan Lovells in Washington, D.C. and Moscow. Dr. Chetverikov provides firm attorneys and clients with analytical information on political, legal, and economic developments in Russia and other former USSR republics. Focusing on government contacts, he facilitates economic and commercial projects for American and Russian clients conducting business in both countries, in such industry sectors as energy, aviation, construction, foreign trade companies, commercial banks, and investment funds. Prior to joining Hogan Lovells, Dr. Chetverikov served as Deputy Ambassador of the USSR/Russian Federation in Washington, D.C., from 1987-1992. Dr. Chetverikov had a leading role in the embassy preparations for the U.S.-Soviet summit meetings. He headed the embassy during dramatic weeks of the Persian Gulf Crisis in 1990 and 1991 by maintaining close contact with U.S. government officials of the highest levels. While in diplomatic service, Dr. Chetverikov pursued his research of the U.S. government and political system. His contribution to the study of the American presidency and political system has been noted in Russia and the United States, in particular, in the reviews of his several books and other publications.

Vitaly I. Churkin, MO ‘74

Vitaly I. Churkin (Виталий Иванович Чуркин) has graduated from the Moscow Institute of International Relations (MGIMO) in 1974. He holds a Ph.D. degree in history. Mr. Churkin has the rank of Ambassador Extraordinary and Plenipotentiary. In 2009, Mr. Churkin was awarded the Order of Honor. He was born in Moscow on 21 February 1952.

Currently, Mr. Churkin is the Permanent Representative of the Russian Federation to the United Nations in New York (USA) and the Representative of the Russian Federation to the United Nations Security Council. Prior to his current appointment, Mr. Churkin held various diplomatic positions, including being Ambassador-at-Large at the Ministry of Foreign Affairs of the Russian Federation, a post he held from 2003 to 2006. He was also Russia’s Ambassador to Canada from 1998 to 2003, and to Belgium from 1994 to 1998. Mr. Churkin was Deputy Foreign Minister of the Russian Federation from 1992 to 1994. Before that, he was Director of the Information Department of the Ministry of Foreign Affairs of the Union Soviet Socialist Republics (USSR) / Russian Federation. Mr. Churkin began his 32-year Government career at the Ministry of Foreign Affairs, which he joined in 1974.

Mr. Churkin is married and has two children. He speaks Russian, French, English, and Mongolian.

Eduard R. Malayan, MO ‘70

Eduard R. Malayan (Эдуард Рубенович Малаян) has graduated from the Moscow Institute of International Relations (MGIMO) in 1970. He was born on September 3, 1947. Mr. Malayan held various high-profile diplomatic positions in the U.S.S.R. and Russia’s Ministry of Foreign Affairs and diplomatic missions outside of Russia, including serving as a deputy director of the Ministry of Foreign Affairs’ Department of North America (1997-2000), Ambassador Extraordinary and Plenipotentiary of the Russian Federation in Jamaica, Antigua and Barbuda, and Dominic Commonwealth (2005-2009); Ambassador Extraordinary and Plenipotentiary of the Russian Federation in Luxembourg (2005-2009). Mr. Malayan has the rank of Ambassador Extraordinary and Plenipotentiary.

Mr. Malayan speaks Russian, English, and French.

Georgy E. Mamedov, MO ‘70

Georgy E. Mamedov (Мамедов Георгий Энверович) has graduated from the Moscow Institute of International Relations (MGIMO) in 1970. He was born on September 9, 1947 in Moscow. Mr. Mamedov holds a Ph.D. degree in history. He has the rank of Ambassador Extraordinary and Plenipotentiary.

Currently, Mr. Mamedov is the Ambassador Extraordinary and Plenipotentiary of the Russian Federation in Canada. Prior to that, he held various high-profile diplomatic positions in the U.S.S.R. and Russia’s Ministry of Foreign Affairs and diplomatic missions outside of Russia, including serving as first deputy head (1989-1990) and the head (1990-1991) of the Ministry of Foreign Affairs’ Division of the United States and Canada; member of the Russian State Committee on Defensive Industries (1995-1996); Deputy Minister of Foreign Affairs of the Russian Federation, responsible for relationships with the United States, Latin American countries, disarmament matters, and activities of “Big Eight”; member of the Russian State Committee on chemical disarmament. Mr. Mamedov was awarded the Order of People’s Friendship, “Order for Merits before Fatherland of Forth Degree,” Mark of Distinction “For Flawless Service” XXX years (2008).

Mr. Mamedov is married and has two children. He speaks Russian, English, and Swedish.

Andranik M. Migranyan, MO ‘72

Andranik M. Migranyan (Мигранян Андраник Мовсесович) graduated from the Moscow State Institute of International Relations in 1972, specializing in issues relating to the American political system, socialism and the international social-democratic movement. During his career, Professor Migranyan has published several books and written hundreds of articles for leading Russian and international publications. He is a frequent commentator on television and radio. Professor Migranyan is an academician at the Academy of Political Sciences and a Professor at the Moscow State Institute of International Relations. He has held several key advisory positions in the Russian State Duma and on the Federation Council during the course of his career. He is also a board member of the Union of Armenians in Russia. Currently, Professor Migranyan is the director of the Institute for Democracy and Cooperation in New York.

Sergey M. Rogov, MO ‘71

Sergey M. Rogov (Рогов Сергей Михайлович) graduated from the Moscow State Institute of International Relations in 1971 with a degree in International Relations. He received a Doctoral degree in History in 1984.

Since 1995, Dr. Rogov has served as Director of the Institute for the US and Canadian Studies of the Russian Academy of Sciences (ISKRAN). Notably, Dr. Rogov is Head of the International Security division of the Scientific Council of the Russian Government and chairs the International Relations Committee of the Scientific Council of the Ministry of Foreign Affairs of the Russian Federation. In addition, Dr. Rogov is a member of many foreign affairs organizations and represents Russia in international fora.

Dr. Rogov is a recognized authority in the fields of Russian foreign policy, Russian-U.S. relations, international and national security, to name a few. He has published extensively on the above issues, having authored over 300 articles, 16 monographs, and brochures.

Anatoly V. Torkunov, MO ‘72

Anatoly V. Torkunov (Торкунов Анатолий Васильевич) has graduated from the Moscow State Institute of International Relations in 1972. He was born in Russia in 1950. He holds an MA and two doctoral degrees in Political Science from MGIMO-University. Since 1974 he has taught at MGIMO as Assistant Professor, Associate Professor and Professor at the Department of Oriental Studies and Department of International Relations and Foreign Policy of Russia. In 2003 he was elected Corresponding Member of the Russian Academy of Sciences, and in 2008 he became Member of the Russian Academy of Sciences.

Currently, Dr. Torkunov is Rector of MGIMO-University (since 1992).

In 1977-83 he was Dean and Vice-Rector for External Relations, in 1986-92 – Dean of the School of International Relations, First Vice-Rector and Head of the Department of Oriental Studies. Since 1992 he has served as Rector of MGIMO.

In 1971-72 and 1983-86 Dr. Torkunov served at Soviet Embassies in the Democratic People’s Republic of Korea and the United States of America. Over his diplomatic career, he took part in a number of high-profile international negotiations. He has the rank of Ambassador Extraordinary and Plenipotentiary.

Dr. Torkunov is a leading expert on Russian foreign policy, Asia-Pacific, and the Korean Peninsula. He is the author of more than 100 publications, including 9 books. Several of them were published in the United States, China, South Korea, Japan and other countries. He is the editor of a number of path-breaking textbooks and monographs, such as “Contemporary International Relations” (three editions), “Foreign Policy of the Russian Federation”, “Prominent Russian Diplomats” (two editions), “Diplomatic Service” and others.

Dr. Torkunov also holds positions of the Chairman of the UN Association of Russia; President of the Russian International Studies Association; Member of the Academic Council of the Security Council of the Russian Federation; Member of the Board of the Russian Diplomatic Association; Chairman of the Curricula Development Association of Russian Schools of International Relations. Dr. Torkunov is a member of editorial boards of a number of political and international academic journals.

Dr. Torkunov is a Member of the Presidium of the Russian Presidential Council on Science, Technology and Education.

He has received top government awards from Russia as well as France, the Republic of Korea, Bulgaria, Mongolia, Kazakhstan and Kyrgyzstan.

Andrey K. Yushmanov, MO ‘80

Andrey K. Yushmanov (Андрей Константинович Юшманов) has graduated from the Moscow State Institute of International Relations (MGIMO) in 1980. In 1994, Mr. Yushmanov graduated from Royal College of Defense Studies, London, Great Britain. He was born in 1958. He holds the diplomatic rank of the Minister-Counselor.

Since 2008, Mr. Yushmanov has been the Consul General of the Russian Federation in New York (USA). Prior to that, he held various high-profile diplomatic positions in the U.S.S.R. and Russia’s Ministry of Foreign Affairs and diplomatic missions outside of Russia, including serving as Attache of the Consulate General of the U.S.S.R. in Mazari-Sharif, Afganistan (1982-1986), Third Secretary of the Embassy of the Russian Federation in Afganistan (1990-1992), Counselor of the Embassy of the Russian Federation in Great Britain (1998-2002), and Deputy Director of the Personnel Department of the Ministry of Foreign Affairs of the Russian Federation (2004-2010).

Mr. Yushmanov is married and has one adult son.

Dmitry A. Beskurnikov, MEO ‘67

Dmitry Beskurnikov graduated from MGIMO (faculty of International Economic Relations) in 1967, and he obtained a Certificate equivalent to MBA from the Academy of Foreign Trade of the U.S.S.R. in 1978.  He speaks Russian, English, Swedish and Norwegian languages. Dmitry is a co-founder of MGIMO Alumni Association in North America.

Since 2005 and until recently, Dmitry was Executive Director of The Russian Federation Chamber of Commerce and Industry in the USA, which he opened in San Francisco in 2005.  Mr. Beskurnikov held government positions in the Ministry of Foreign Trade of the U.S.S.R. and the Government of the Russian Federation, where he was responsible for cooperation with International Financial organizations, and established the International Department of the new Ministry of Industry and Energy to coordinate Russia’s energy cooperation with North America, Northern Europe, Australia and Asia.  His overseas postings have included Sweden, Norway, where he headed the Soviet Union Permanent Trade Delegation, and Washington, D.C., where he served as Senior Counselor on financial and investment cooperation at the Russian Embassy. In the business sector, Mr. Beskurnikov was the founder and chairman of a consulting company, co-founder and deputy chairman of a commercial bank in Russia, and co-founder of the first American Medical Center in Russia.
